Eastern Visayas media undergo orientation on Army's Transformation Roadmap

CAMP LUKBAN, CATBALOGAN CITY -- The Philippine Army's 8th Infantry Division based in this city is spearheading now an orientation of media practitioners in the Region about the Army Transformation Roadmap (ATR) that is already being implemented in the entire Army force in the country.

Col. Joey Narciso, GSMO Chief, answers question from Sinirangan News Plus Managing Editor Rowel Montes during the ATR Media Orientation on Nov. 13-14, 2015 at 8ID Headquarters, Maulong, Catbalogan City.

The orientation is in consonance to the stand of the command that participation of external stakeholders plays a key role in pursuing the thrusts of the ATR.

The ATR is a long-term, 18-year, transformation and governance program. Its primary purpose is to transform the PA into a credible, reliable, responsive, more capable and more professional Army committed to its mandate of serving the people and securing the land.

Col. Joey Narciso, 8ID Governance Strategy Management Office Chief, in an interview with Sinirangan NewsPlus said that the ATR primarily focuses on performance excellence and good governance. “What’s being dealt in here are the systems’ processes and all military activities,” Narciso said. “Even our personal bearings have score cards,” Narciso said in dialect.

He continued that since the idea is for the betterment of the whole army, the process ensures the involvement of civilians including the media especially in dealing with internal problems.

In his presentation, Narciso explained that Army envisions a world-class military organization that is source of national pride by year 2028. While he admits that there are various factors that are necessary to attain this vision, he made it clear that it is important for the whole organization to go through real transformation.

Major Jeffrex Molina, PA Public Affairs Branch Chief, in an interaction with the media participants explained that it is important for the members of the fourth estate to have a strong grasp of ATR so as to cascade the program to the general public. “We need to strengthen our relationship with the public and we want them to be part of our efforts,” he said.

The two-day activity will be highlighted with a program on the second day with BGen. Demy Tejares, as the keynote speaker. Tejares is the assistant division commander of the 8ID.
