Secretary Deles, Spanish Ambassador Calvo turn over boats to Eastern Samar fisher folks

Hernani, Eastern Samar – Around 100 fisher folks who were rendered less favored economically after the onslaught of super typhoon Yolanda (Haiyan) from the province of Eastern Samar have been certified owners of 63 boats and fishing paraphernalia as livelihood intervention in a turn over rites held in this municipality on November 11, this year.

The event, entitled BangKapayaapaan, was attended by Secretary Teresita Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP), Luis Antonio Calvo, Ambassador of Spain to the Philippines and Juan Pita, General Coordinator of Agencia Española Cooperacion International para el Desarollo (AECID). 

The event was also graced by Cristina Garcia-Brito, AECID Project Manager for Governance; Undersecretary Luisito Montalbo and Assistant Secretary Jennifer Oreta. Heads of offices of the provincial government were also present during the occasion. 

The boat and net livelihood project was crafted right after the destruction of Typhoon Yolanda on November 8, 2013. In a briefer, OPAPP said communities chosen as beneficiaries for the project were situated in the coastal areas in Samar Island wherein their main source of income is fishing. In Eastern Samar, beneficiaries come from the municipalities of Llorente, Hernani and Gen. McArthur. The fisherfolks are provided with their own boat with engines and a set of nets that will assist in their recovery.

Secretary Deles, in her speech, said that she is happy that the boats provided to the locales are in conformity to the standard specification of Bureau of Fisheries and Aquatic Resources (BFAR). “I understand there had been changes in the specifications as these boats will be used in Pacific seas,” Deles noted. 

Ambassador Calvo, meanwhile stressed that people and government of Spain will continue to partner with the Philippines in terms of economic, social and cultural development. “Be assured that we, the Spanish people, authorities will continue to be alongside with you in your efforts to reconstruct,” the envoy said. 

The project was funded by AECID and was coursed through OPAPP. AECID had been in partnership with OPAPP in advancing peace and development in the countryside through Mainstreaming Peace and Development in Local Governance Project (MPDLGP). 

Mayor Edgar Boco of Hernani said that he is thankful his constituents received such a big help. “There is so much to be done still for us to fully recover from the destruction of Yolanda and these boats are surely a big boost in our way to recovery,” Boco said in local dialect. 

Llorente Mayor Tito Codoy, who was also present during the ceremony, also conveyed his thanks to the visitors for the favor provided to the beneficiaries in his municipality. Mayor James Ty of Gen. MacArthur was a no-show during the event. 

Governor Conrado Nicart, Jr., meanwhile, sent his message through his Chief of Staff Berlin Capon to the funders praising them for choosing the province of Eastern Samar as venue for sending economic assistance. Apart from the boat project, various livelihood and infrastructure projects are being implemented in the province through the Payapa at Masaganang Pamayanan (PAMANA), a governmental approach of OPAPP under the Aquino administration to conflict-vulnerable areas. “To AECID, Spain and OPAPP, “gracias” (thank you) for the support you provided us,” Gov. Nicart said in his message.
