Evardone, Nicart, Picardal retain seats in Eastern Samar

Borongan City, E. Samar – Eastern Samar’s incumbent political takers retain their hold on their respective offices after the 9 May 2016 elections as they emerged winners in the provincial canvass of all Election Returns in the 22 municipalities and 1 city of the province.

Governor Conrado Nicart, Jr. (LP) renewed his mandate as the provincial titular head in a landslide victory against ex-congressman Marcelino Libanan (NP) who was seeking a political comeback. 

The Provincial Board of Canvassers (PBOC) tallied 133,575 votes for Nicart while Libanan tailed way behind with 76,629. Libanan’s defeat was his first after graduating three full terms as the province’s lone district representative in the 11th, 12th and 13th Congress. 

Vice Governor Marcelino Picardal (LP), meanwhile, was already the presumptive vice governor-elect even after the filing of Certificates of Candidacy as no strong challenger emerged. A certain Alexander Obiena tried but the PBOC counted his over-all provincial votes at 12,966 while Picardal earned 136,735. 

Congressman Ben Evardone (LP), on the hand, in their 2nd match, defeated again Guiuan’s ex-mayor Annaliza Kwan (NP). Evardone got 130,588 votes while Kwan took 93,540 votes. 

Evardone and Nicart will serve their third and final terms while Picardal will serve his 2nd term.

The governor’s wife, Thelma Nicart (LP) also was proclaimed winner in the mayoralty race in San Policarpo town. Her son, Conrado Nicart III (LP), won the vice mayoralty post of the same town. The younger Nicart is serving his third and final term as town’s Mayor. 

Libanan’s wife, Elda (NP), meanwhile failed to get the mayoralty seat in Dolores town. She tailed behind Mayor-elect Shonny Carpeso and Aiko Villacarillo, son of outgoing Mayor Emiliana Villacarillo. 

Marianne Libanan (NP), daughter of Marcelino and Elda, meanwhile, will serve her 2nd term as Mayor of Taft. 

In the southern part of the province, Mayor Sheen Gonzales (NP) will retake his post of the Guiuan’s top official after getting the highest votes in the said municipality. Gonzales is the younger brother of Annaliz and son-in-law of Libanan. He is facing a plunder case for the alleged overpriced Yolanda rehabilitation infrastructures in his municipality. 

Elected Sanguniang Panlalawigan Members in the 1st District are Celestino Cabato (LP), Joji Montallana (LP), Byron Suyot (LP), Karen Alvarez and Annabelle Capito (LP). In the 2nd District, winners are Jonas Abuda (LP), Gorgonio Cabacaba (LP), Nestonette Cablao (NP), Maricar Goteesan (LP) and Jaime Ty (LP).
