Goldberg said that the project was conceived and implemented purposely to combat poverty by improving the economic activities within the covered areas.

The US-funded road implemented through MCC and its Philippine subsidiary Millennium Challenge Account Philippines (MCAP), has a total length of 222 kilometers and was divided into four (4) packages.

Package 1 covered Wright, Paranas to Tenani, Hinabangan; Package 2 covered Tenani, Hinabangan to Del Remedio, Sulat; Package 3 stretched from Casoroy, San Julian to Maramag, Balangkayan; and Package 4 covered San Miguel, Llorente to Guiuan. Package 1 is located in Samar province; Package 2 covers Samar and Eastern Samar provinces while Packages 3 and 4 are all in Eastern Samar.

The road rehabilitation project also included either rehabilitation or repair of more than 60 bridges and installation of street lights in populated areas.

Marivic Añonuevo, MCAP CEO, said that the completion of project is a huge challenge to the people of the two provinces especially the Department of Public Works and Highways (DPWH) as it will take over in the long term maintenance and remaining civil works of the road construction.

US Amb. Philip Goldberg
Añonuevo, however, said that the completion of the project has provided ‘heavenly ride’ to travellers as compared previously that traversing the said highway was a real struggle.

Former DPWH Secretary and now the Undersecretary Emil Sadain, in his speech, said that his agency will assure the public and the donors that it will do its best in maintaining the said road.

The government saved billions of funds from its coffers as the fund came in a form of grant. Goldberg, meanwhile, thanked the government of the Philippines and its people for the cooperation with MCC in order to realize the project.

The closing ceremonies were colored with fun run, bike run and motorcade in various parts of Eastern Samar.
