Salcedo mayor orders closure of old dumpsite

Salcedo, Eastern Samar – Mayor Melchor Mergal of Salcedo town has issued an executive order specifically prohibiting and regulating the use of plastics in his entire municipality and paving the way for the closure of its old dumpsite.

Executive Order No. 51, otherwise called as Executive Order Prohibiting/Regulating the Uses of Plastic Bags in Public Markets (Wet and Dry Goods) in the Municipality of Salcedo; Promoting the Use of Eco Bags as Alternative and Other Environment Friendly Materials; Adapting Good Solid Waste Management Practices and for Other Purposes, as stipulated by the chief executive is a response to a constitutional mandate for the state “to protect and advance the right of the people and healthful ecology in accord with the rhythm and harmony of nature.” 

In a social media post, the lawyer mayor said that the Local Government Unit (LGU) will have to close the dumpsite. 

“In the next few days, we will not anymore throw our garbage there and we will be processing our biodegradable materials,” Mergal noted. 

“Our Municipal Material Recovery Facility is ready and I have issued already an Executive Order,” he continued. 

The municipal head said that he is encouraging his constituents to use “bayong,” a locally made bag made of nipa leaves, when going to the market. He also encouraged the public to use recyclable materials. 

Mergal said that styrofoams will be strictly prohibited for food preparations. “I know this executive order is not perfect and will be subject to revisions if needed but it has the force and effect of the law,” he stressed. 

The said order had been circulated in all the barangays of the town and the mayor expects that everyone will cooperate. 

Meanwhile, local officials in three LGUs are facing criminal and administrative charges at the Office of the Environmental Ombudsman for operating open dump sites. 

Charged before the Ombudsman are the mayors, vice mayors, councillors and environment officers of Catarman, Northern Samar; Bato, Leyte; and Hindang, Leyte. (Bryan Azura)
