Eastern Samar posts highest poverty rate improvement in Eastern Visayas

Tacloban City – Eastern Samar recorded the biggest improvement in poverty incidence among all provinces in the region at 40.1% in the first semester of 2015 from 59.4% in the same period of 2012 according to a study report released by the Philippine Statistics Authority (PSA) Region VIII.

The reduction of poverty incidence in the province improved its economic standing from being the poorest three years ago. 

The Province of Biliran registered the lowest poverty incidence among families in Eastern Visayas at 15.2% during the first semester of 2015 based on the official poverty statistics released by the Philippine Statistics Authority. 

Biliran also registered the lowest poverty incidence among families in the region at 20.7% during the same period in 2012. 

Biliran and Southern Leyte also slightly improved, posting 15.2% and 30.4%during the first half of 2015 from 20.7% and 36.4%, respectively in the first half of 2012. 

On the other hand, Leyte, Northern Samar and Samar registered significant increases in poverty incidence at 39.1%, 52.4%and 41.8%, respectively, during the first half of 2015. 

Northern Samar was consistently included in cluster 1, the bottom or poorest cluster of provinces, during the first half of 2009, 2012 and 2015. 

Likewise, Leyte and Samar consistently belonged to cluster 2. Overall, poverty incidence among families in Region VIII slightly increased to 39.3% during the first half of 2015 from 37.2% the same period in 2012. 

Moreover, the per capita poverty threshold in the region significantly increased to Php 11,102 during the first half of 2015 from Php 8,989 during the same period in 2012. 

With this threshold, a family of five needed at least Php 9,252 on the average every month to meet the family’s basic food and non-food needs. 

Nationwide, four provinces in the region still comprise the “Club 20” or the 20 poorest provinces in the country. Northern Samar is at the number 4. 

Eastern Samar went up from number 2 in 2012 to number 12 in 2015. Western Samar is at number 14 while Leyte is placed at number 17. 

Following are the top 20 provinces that have the highest poverty incidence among population mostly from ARMM and Region 8.
