New SP to urge PDigong to create Samar Region

Borongan City, Eastern Samar – The new set of Sanguniang Panlalawigan (SP) members will submit a new resolution to newly installed President Rudrigo Duterte urging him to executive an order creating Samar Island a separate administrative region.

Vice Governor Marcelo Ferdinand Picardal, announced to media after the SP inaugural session held on 30 June 2016 at the new SP Session Hall, Provincial Capitol, this city, that the new SP under his leadership will prioritize the crafting of a new resolution to PDigong as he is convinced that its realization will pave way for a faster and sustainable economic growth of the three provinces in the island. 

“Han una ko nga termino, nagpasa na an SP hin resolusyon ha Office of the President kaupod han resolusyon han tulo nga Obispo ha tulo nga Diocess han Samar nga magkamay-ada hin One Samar, One Region,” the newly installed 2nd-termer SP presiding chief. 

(During my previous term, the SP passed a resolution together with the resolution of the 3 bishops, to the Office of the President for the establishment of One Samar, One Region.) 

To recall with, Calbayog Bishop Isabelo Abarquez, Borongan Bishop Crispin Varquez, and Catarman Bishop Emmanuel Trance, lead convenors of the Samar Island Partnership for Peace and Development (SIPPAD), passed a resolution calling former President Benigno Aquino III to create Samar Island into a separate region. Apparently, the multi-sector call for its creation was not acted upon as there was no clear response from the former president to any party who petitioned. 

Some parties hinted that the submission of the resolutions was probably untimely as it was nearing elections already and everybody was busy during the campaign period. 

“Iigduduso na liwat ini han bag-o nga set han SP members , magpapasa kami na liwat hin bag-o nga resolusyon ngadto hit bag-o nga nalingkod nga presidente, President Duterte, kay kinahanglan niya mahibaroan nga iton ungara hiton mga kapadian, mga Obispo han tutulo nga Diocese ngan tutulo nga probinsya hit isla hit Samar in pagkamay-ada hin usa nga rehiyon,” Picardal said. 

(The new set of SP will push for a new resolution to the new president, President Duterte, because he needs to know the desire of the priests, bishops and the 3 provincial governments to have a separate region.) 

He continued that the creation of Samar region will spark more economic development in the whole island. He said that somehow he is relieved to know that Eastern Samar is no longer the poorest province in Eastern Visayas. 

The National Economic Development Authority (NEDA), in its latest report to the Regional Development Council (RDC), tagged Northern Samar as the now poorest of six provinces in the region. (Bryan M. Azura)
