Eastern Samar District Engineering Office joins 38th National Disability Prevention and Rehabilitation Week

Borongan City, Eastern Samar – The Department of Public Works and Highways Easten Samar District Engineering Ofice (ESDEO) participated in the weeklong celebration of the National Disability Prevention and Rehabilitation (NDPR) month. 

The celebration theme “Karapatang may Kapansanan Isakatuparan… Now na!” focuses on the realization of fundamental freedom and rights of persons with disabilities as provided for in national laws. 

The activity started on 17 July 2016 with a thanksgiving mass. The following day was highlighted by a motorcade which was participated by various local and national agencies including DWPH ESDEO. 

Lectures were conducted on Disability Prevention and Policies Awareness by Dr. Blyth S. Delantar and Ms. Julia Dulfo respectively at Borongan Capitol Gym after the motorcade. 

Participants were made to understand the programs for PWDs stated on R.A. 1074 such as special curriculum for the students and some benefits for them like discounts and educational assistance. 

District Engineer Manolo Rojas said that PWDs should not see disability as a hindrance for them to be physical fit and to be productive and eventually contribute to the progress of the nation. 

As part of the celebration, various games for PWDs were organized such as javelin and discuss throw, chess, badminton and some other sports events that will boost their self-confidence as individuals. 

Orientations and symposiums were also conducted on PWD programs of coordinating agencies. An accessibility audit on all government offices and private establishments were also performed to ascertain their compliance on of Batas Pambansa Blg 344 otherwise known as the Accessibility Law. 

The law provides right to disabled person to participate fully in the social life and the development of the societies in which they live and the enjoyment of the opportunities available to other citizens according to the law. 

The audit finding showed that most of the establishments made improvements in the past 2 years and more accessible to PWDs. 

The nationwide celebration falls every 23rd of July, the birth date of Apolinario Mabini, a Filipino hero known as “Dakilang Lumpo.” 

This aims to stimulate public awareness on the issues and problems of disability. Hence, the need for everyone to take an active role in the upliftment of the economic and social conditions of PWDs in the country.
